When the Forward Focus team began researching, they found that budgeting programs were not fixing social issues driven by financial hardship, they turned to science to fix the problem. One of the methods used to discover scientific fact, is the following. If an experiment is done once and gets a result, it is called a freak incident. If the same experiment is done a second time and gets the same result, it is called a coincidence. If the same experiment is done a third time and gets the same result, it is called a pattern. If an experiment is done four or more times and gets the same result each time, it is known as a common fact.
